Plasma Star Level 9 will be unlocked once the State reaches 64 Weeks. In the initial release, there is a cooldown of approximately 27-30 days between Plasma release to unlocking Plasma 9. However, in some states, they can upgrade to Plasma 10 right after they unlocked the requirements or Plasma 10.
